Reporting to the gov/police is about the only thing you can do. Maybe a little research into that kind of thing will turn up better results as to who you should report it to to speed the process or something?

If you couldn't tell from "Heavenscloud"'s posts, he's a kid who's always up to no good. He first became a plague on our servers about two years ago. What originated as a subtle warning from another server turned into a full-scale plague over the course of several months. I took a hiatus from playing FFXI over a year ago, but I'm still hearing updates on a constant basis about how he's running rampant. For some reason he seems utterly immune to GM intervention, either because the GMs are outsourced or because he's got some kind of godlike slippery karma; either way, my advice is to avoid helping him.
I don't want to start any trouble with the lot of you; what you guys do for fun is your own business. But even in the world of those who'd like to get a leg up, there are some people you don't want among you, and Feiwong is one of them. He doesn't have a single ally in this world, and that's because most people, even the clever ones who take certain liberties, know that he isn't exactly a smart cookie.
Let me give you an analogy. Picture a powerful kingpin with a horde of strong-arms backing him up. He knows better than to get involved with a slimy snitch, and that's exactly what this young fellow equates to in the game world. He'll exploit every possible avenue to get his way, but it generally doesn't go well. The reason for that? The instant someone points out his flaws, he turns into a profanity-spewing five-year-old, tossing threats around like Cinco de Mayo candy and attempting to turn it around.
In the world of the intelligentsia, we call this kind of guy "the scriptwriter". The scriptwriter is so convinced that he is right that he won't hear anything else. Not only that, but he's got your response laid out before it comes out of your mouth. It doesn't matter what you say to him -- before you speak, he's already reacting to what he knows he's going to hear. In short? He's in his own little world, has a permanently lit fuse, and you'll get nothing for your efforts.
He has been proven to steal accounts, buy them, and hack. The thing that throws everyone who's ever come across him is *how*. He doesn't seem bright enough to figure out a revolving door, much less the tricks of the trade. The most obnoxious part is that he regularly accuses upstanding players of doing the same because he's so afraid of getting caught.
I wish I could say that his days are numbered, but the in-game law just doesn't work that way anymore. It would be one thing if all he did was exploit a cheat here and there, but that's not his game. He honestly believes that everything he does is justified because "it's just a game". But he's a few fries short of a Happy Meal, and my best advice as one of his former adversaries is to just steer clear of him altogether.
Expect some backlash directed my way; I'm one of the original people who smoked this little wolverine out of his hidey-hole. He has never liked me, and for good reason, I'll wager. He's also convinced that, because I'm a girl that he doesn't particularly like, that apparently makes me a lesbian. You'll get a lot of that from him. :D
If anything, you can get a knee-slapping guffaw out of his plethora of misspelled epithets. He couldn't spell his way out of a paper bag, and it's good for a giggle now and then. But that's all.

Especially given that there is no out-of-game inpact on each others lives, I don't think it would stand a chance. Nope. They know who I am each time I log in, they know my billing histroy, they know I am not involved in RMT or any other shit you flamers attempt to make up. They are, however, are aware of my behavior with the way I am reacting with flamers, such as you. They are also aware of the evidence made/sent to playonline comments regarding this matter, by reporting each and every one of you of that matter, they monitor closely to see if the evidence is relavant and accurate of this harassment, which the deal with.

Nope. They know who I am each time I log in, they know my billing histroy, they know I am not involved in RMT or any other shit you flamers attempt to make up. They are, however, are aware of my behavior with the way I am reacting with flamers, such as you. They are also aware of the evidence made/sent to playonline comments regarding this matter, by reporting each and every one of you of that matter, they monitor closely to see if the evidence is relavant and accurate of this harassment, which the deal with.
