There are other decal plugins that keep the ac client from forgetting what certain ACOs/OIDs correspond to by keeping them in a file and can interact with those objects without previously seeing them in AC during that session. For example I can log in at my LS and with a plugin cast on my other account at MP, of course the spell will fail due to the distance but there's places where you can buff and heal other people with plugins but normally can't select them and do it manually. It just took having my other char's name and OID in a saved file and the plugin somehow 'reminding' the AC client that it knows that the OID and the person/object are the same. Can Skunkworks do anything like this?

I don't use any plugins of that sort and don't know the specifics of what they do or how they do it, so I can't say in detail how to do the equivalent thing in SkunkWorks. There's no built-in function for that, if that's what you're asking. There are however ways to call arbitrary Decal functions from SkunkWorks, so if you can figure out what functions to call, there should be a way to do it.
