My impression was that Cam was not saying the next RELEASE of ACTool, but rather, the next GENERATION of it.
He's been indicating for some time that ACTool as it exists currently has a finite lifespan, and that there is (to one degree or another) a plan to replace it with a new, ground-up macro'ing tool that overcomes many of the limitations currently inflicted on 'Tool due to the structure of its core components ("kernel").
I believe that compilation was but one of many features that were indicated as possibilities in the "nextgen" Tool.
The closest I recall hearing to something like compilation (in the current ACTool infrastructure) was allowing you to be able to run a macro, from the command line via the ACTool EXE, but without a UI, or any visual pane or interface. Still a far cry from making ACTool macros compil-able into Windows executables!

This has frequently been misinterpretted to mean that
ACTool was getting a compile option, but he specifically states that it is a yet "
unnamed, non-Decal specific macro language" and that "
it is basically a [new] file." He also says "
There will be no port and no Decal." and "
This is the next evolution of AC Tool into a generic game macro".
