Beta Decal. Unsupported.
In the latest Decal beta, the Decal Devs changed the default install location and the registry entries where the Decal version number is stored.
Since ACTool is not written & tested to work with this beta change, ACTool cannot locate the Decal version number in the registry, therefore you get this error.
Unsupported workarounds:
1. Start ACTool.exe with the "/anydecal" command line switch
2. Manually edit your Registry and put the Decal version number in the location where ACTool exepcts it:
HKLM\SOFTWARE\DECAL\Version

Macro updated to v.1.2.6. Now provides audio cues to the beginning and end of the macro, as well as for detection of rank ghosts.

I have ran this tool 3 times, all 3 times the log file says it completed, but out of 1100 members, it stops way too short. 1st time was at 800ish, 2nd and 3rd time at around 440.
any ideas? need more info?

Hmm couple things to check, since this is the first time I've heard of this.
1. Make sure all the monarch's directs are spelled correctly and are in the vassals slots in the top of the file.
2. Using Decal v.2.5.0.2? What version of ACTool?
3. Is it detecting any ghosts? Ghosts will show up in the log file search for the word "possible" in the text. Is it detecting something as a ghost that isnt' a ghost? If so, it's possible that the delay needs to be incremented by 1. The delay add variable is at the top of the file, just add 1 to it if this is the case.
4. Were your people reswearing or changing patrons during the time you were scanning?
5. Keep your resulting log files after each run. Look and see where it stops. Look where the ghosts are, if any... that will help us determine what's happening.

Aratak....Thanks for responding to T2's question for me.
Vassal names are spelled correctly. I checked just to make sure. I did have one with a typo so that is corrected now (he was one detected as a rank ghost even though he is Rank 3).
Currently running, Decal 2.5.2.0, ACTool 4.4.7
The tool is detecting 8 ghosts with only running about 1/3 of the guild through it. At least 3 of the names it is pulling as ghosts are played characters. the others are possible mules but doubtful that they are rank mules because rank goes through a set line of ppl that play daily. I set the increment up 1 and am going to retry this again.
It is doubtful that they were moving toons from patron to patron. That very seldom happens and when it does it is generally announced just in case someone freaks if they lose rank for a short time.
The ghosts were all through the run.
Logs are saved.

Increase the delay time on the scan (last option at the top) by one second. Repeat scan. If it still detects ghosts that aren't ghosts, increment the delay time by one second again. Rinse, repeat.
I've found that different pc clocks can cause a rather large variance in the wait , and since we're trying to run the scan as quickly as possible the default settings are low.
It may take a little longer to run but it should run without detecting any ghosts (unless they really are rank ghosts) if you increase that number by one (or three at the very most).
Let me know how it goes.

One other thing, if it's detecting the SAME characters every time as rank ghosts that aren't really rank ghosts then there might be a bug. This thing is hard to test because I can only test on my own allegiance. 8-)
If it is detecting the SAME characters as rank ghosts (and they active characters) then please send your logs to aratak@clanwind.com. (zip first please!) I may try to talk to you in -game and have you perform a few @allegiance info commands for me if it turns out to be a bug.

Note about Ilea's issue above, it was the delay timer. They added a second to it and it all ran fine.

Currently working on the resume feature!
My monarchy recently grew to around 1500 and I'm having a hard time staying logged in for the entire 14 hour period it takes to scan my allegiance.
So...
Starting the macro again when you log back in will resume the scan if you get bumped off in the middle of a scan!
The only flaw is that the longer you wait inbetween scans, the greater chance someone in your allegiance will change vassal/patrons and that person may have already been scanned - so the resume feature is really best used right after you get bumped off - at least you dont' have to start over!
I will post another message here when this feature has been tested and is ready for release.
